It may be possible that she is a late bloomer or hasn't gone into heat at all. Some dogs do not go into heat until after they turn 1 years old. The best thing you can do is to call your vet.
Dogs, like humans, mature at different rates. It could simply be taking her longer to reach puberty. I wouldn't worry as long as she is under three years old, could still be perfectly healthy.
