First they do not fight because they don't have to and the poor people need the money so sometimes it is not a choice for the poor.

The military is primarily made up of poorer people. Those from wealthier backgrounds have more options for their lives, while the military provides an escape from poverty for many people. In the past, the wealthy joined the service for reasons of honor, but this practice has faded away. Thus, economics are a driving force for enlistment.

Presidents by definition have had to be too old to fight. Soldiers are usually in their late teens to mid twenties, with officers averaging several years old. The soldiers sent are not always poor, but are often lower middle class or come from middle class soldiers. Many Presidents up to Clinton had served in the military themselves.
