Try using a different mouthwash, maybe he thinks you have bad breath. Also, guys can get bored of kissing and want to just skip straight ahead. Don't let him.

One possible reason could be that your breath isn't that fresh. You should make sure that you have brushed your teeth and used breath freshner or mouthwash. If he still doesn't make the move to kiss you than he might be shy. Try to make the first move. Cuddle with him on the couch and see what happens.

Maybe, he is not very secure. Some guys out there don't like kissing. It's all about the natural body and personality of this guy.
