This happens in dogs who haven't been well socialized with other dogs. However, not to worry he may not have a reason or has not been excited to emit a bark yet.
It depends, what does he or she have to bark at? Is she happy , is their any reason for her to bark. Labs are family dogs and can be a quiet pet at times.
