Why does a dog scratch the rug?

It's an old habit that dogs have inherited from wolves. When it's done with their front paws, it's a bit similar routine than making a bed.

Generally when a canine scratches at the carpet or floor, they are preparing their place to rest. This is a primal instinct in animals including dogs. If it is bothersome give them a blanket they can fluff, or keep a bed kept in the room where they like to dig.

The dog may be scratching your rug because he is trying to make a bed. As with their ancestors, it is typical for them to scrach material to bunch it up into a place to lie down.
