It is possible that your dog is scratching due to his/her diet. Having the correct nutrition in the dog food will provide the proper nourishment to help out the dogs body, skin, and coat. I feed my dog dry food only consisting of chicken or fish. They have not had any scratching issues since making the switch from beef.

Aside from fleas and ticks, your dog may be shedding which can be irritating in itself; daily brushing can help. In addition, she may have dry skin and merely need an increase in water supply or may be allergic to something she ate. If these are ruled out, contact your veterinarian about the possibility of a more serious skin problem.

Sometimes, fleas/ticks are hard to spot. It could also be an allergy. From food, or something in the air. Could be something viral, like scabies or ringworm, which are contagious to humans. Bring him to the vet if you're still worried.

If you have not found any fleas on your dog, or in the water after bathing him, dry skin might be the problem. Put a teaspoon (if a small dog) of olive oil in his food. If you have a large dog, increase the oil to about a tablespoon.

If its not fleas, then your dog might have mange. There are a few different types, but they are all caused by a skin mite that burrows below the skin, so its not visible from the surface.
