Short answer: it's in the script. Long answer: the force is an energy that is within us all, and transcends this physical realm, and thus Yoda, an eternal being, is indestructible spirit, that can manifest itself to those who can percieve -- especially if the director thinks this will further the plot.

We see Yoda after he dies because Yoda is part of the force. The force is the entity that is in all living things, Yoda allows himself to be seen

It is Yoda's spirit or ghost we see and we are seeing what Luke sees. No one else see's the ghosts except for Luke. It seems they are making an appearance just to let Luke know they are watching over him or looking out for him. Anakin and Obie Wan are also there.

He comes to Skywalker as an apparition of sorts, but he is not a ghost. Because he has so much of "The Force" inside of him, he can manifest himself at will. He has left an imprint on the Force, and on Skywalker, just as The Force has changed both of them.
