A hallmark is a mark of official guaranteed metal content. This is so you know your ring is made of a precious metal such as silver, gold or platinum. Without a hallmark, a seller could tell you a ring was made of silver when in reality it was made of nickel or brass.

Most likely because they want to promote their brand, and also because the people purchasing it probably want to show off that they own something of that brand or hallmark. The people want to others to know they own something of 'high' quality- as a status symbol.

It's possible that particular artist put their hallmark on the outside of the ring as their own special touch or style. It's certainly not very common.

Jewelry is all about variety, style and in general being unique. In general a ring made outside of hallmark is made with the intent of saving money, some people can't afford name brand jewelery.

Hallmark is very important in jewelries. It is made outside to check whether it is original or duplicate. Jewelries without hallmark are a duplicate. It's better to buy hallmarked jewelries.

Sometimes it's because there is less wear on the inside of a ring than on the outside. Other times, it's a higher end jeweler and done for immediate recognition.
