Why do my Dodge Intrepid headlights stay on?

The Dodge Intrepid is notorious for electrical bugs. An easy fix would be to pull the fuse. Otherwise you must hunt down the electrical problem starting with the interior switch.

Newer cars have daytime running lights added as a safety feature. The headlights will be on as long as the car is running to make you more visible to others. If they stay on after the engine is off and stay on till the battery is dead that sounds like a computer issue.

The headlights on my Dodge Interpid always stays on because of the standard safety feature/option. I can turn this off when required.

Many vehicles including the Dodge Intrepid have an available option for daytime running lamps. The purpose of this option is for saftey. It helps people in the other lane to see you coming in all situations including rain and fog.

Most likely because your car is equipped with daytime running lamps, a safety feature. The lights stay on when the car is running to help other drivers see you.
