Why do I keep getting passed over for job advancement?

The only way to find out is to ask. If your employer isn't kind enough to tell you how to remedy the situation, take your experience and go elsewhere.

While it's impossible to tell without knowing your work ethic and practices, you probably haven't been advanced because no one in management has noticed you as being a self starting, reliable employee. Put in some extra effort and maybe it'll happen.

It sounds like there may be people who are more qualified to be put up in employment. They may have a bit more education or something that you don't have. Ask your employer.
