Same reason they lick the rest of themselves! To remove debris and stimulate the follicles to produce more oils, which help the cat stay water resistant and warm.

Cats are exceptionally clean animals. They are obsessed with being and staying clean. You will notice if you pet them, they almost always immediately lick themselves. Cats lick themselves to stay clean.

They do this because they are trying to clean themselves. It could be they lay down on them so much the stuff they lay on sticks to them and they try to clean it off with there tones and they are trying to groom themselves. So there fur will not be sticking out.

When cats lick their stomachs they are grooming themselves. By constantly licking themselves, cats are able to keep themselves very clean without having to be bathed and groomed by people. Cats are extremely clean animals and don't like to be dirty, so by licking themselves they keep from getting too dirty and stay clean.
