In any home improvement store, you can find a lacquer finish spray in almost any color imagineable. Using this spray should help you achieve that nice, smooth texture rather than the sticky one you have now.

The paint was applied too thickly and is not able to dry. Or, the atmosphere is too humid and the paint is unable to dry. Try putting the chairs in a warm, dry location for a few days until the paint is no longer tacky.

One of the reason is the type of paint that you use, if you use a outdoor paint then it will not dry for days.

Your painted kitchen chairs may be sticky or not drying due to the paint that was used. If you put a clear type of coating over them, it may help.

Sounds like you didnt sand between coats. Try using a polyurethane sealant but this time use a sprayer to apply and sand between coats.
