you can purchase laminate front panels from some hardware/kitchen stores - no painting required, simply cut or have cut the panels to the correct size and stick them on the front of the kitchen cabinet doors - instant makeover!

The first thing to do is to remove the cabinet doors for easier access. Move to another location and strip all of the old paint off. You can use chemicals or just physical strength - chemicals will be easiest. Then prime and re-paint the cabinet doors. You can do the same with the frame - it's just harder.
