Although this is a very debatable question, I believe it is between two quarterbacks: Bart Starr and Brett Favre who both played with the Packers for a long time.
Most would argue that Brett Favre was the best Green Bay Packer of All time. However there were many great players that should be recognized. Players like Bart Starr and Reggie White are classics as well.
