Martin Cooper, a former vice president of Motorola, led a design team to create the world's first cellular telephone in 1973. They only took about 90 days for the team to design the first cell phone, according to Wikipedia. They demonstrated the technology to the FCC in 1973, and then the FCC licensed the 800MHz frequency for cell use.

Doctor Martin Cooper was responsible for most of the advances in cell phone technology. He made the first phone call on a cell phone and is currently a part of the Motorola team. So it was defiantly a person, not a government. The first phone call was to a arch rival.
