In terms of potential loss of life, I'd have to go with a hurricane. In 1900, the Galveston hurricane resulted in the deaths of over 6,000 people. Katrina killed 1,836 people, with an estimated 705 more unaccounted for. The super tornado outbreak of 1974 had 330 fatalities.
