In today's society, Europe has been trending towards equal treatment for all people. That being said, countries known for tolerance towards race include France, Russia, Netherlands, and Scandinavian countries.
Although it is by no means a question of favoring, France is probably most likely to accept black Africans' culture due to a large influx of dark skinned people throughout history.
