The Earth rotates from west to east. The Sun, Moon, and stars rise in the east and set in the west, so this means that the Earth must be rotating the other way. When viewed in a "top down" perspective from the North Pole, this means that the Earth rotates counter-clockwise.

The sun appears to rise from the east and set in the west. Hence, the earth rotates in the opposite direction: from the west to the east.

If you look at the Earth from Polaris, or the North Star, the earth rotates counter-clockwise. From a more earthly perspective, our planet rotates to the east.

The earth rotates either clockwise or anti-clockwise depending on the observer's frame of reference. If the observer has a north orientated view of the earth, then the to that observer the earth is rotating anti-clockwise. If the observer has a south orientated view of the earth (i. e. south is 'up'), then the earth is rotating clockwise.
