Every cell phone company can use any prefix because you can have your phone number imported from another carrier if use choose to change carriers.

Yes, it's possible more than one company has the same prefix for some of their phones. If you start out with one company and you have their prefix, you can take the number with you if you switch companies and the prefix will come as well.
