Frenulum refers to any band of tissue that secures mobile tissue in place. If you stick your tongue up inside your upper lip at the midline, the band of tissue you hit is a frenulum. Generally, people mean where the prepuce connects to the glans penis.

A frenulum is a small fold of skin that secures and restricts the motion of a mobile organ of the body. The tongue, brain, penis, and vulva all have a frenulum.
