I believe you are talking about the radix which is located at the bottom of the tongue. There are many diagrams that show that the bottom of the tongue is the radix. The radix serves as the root of the tongue. That is where the taste sensations begin at the tip of the mouth.

The ligament is called the lingual frenulum, or just frenulum. Having one that's too short can lead to speech impediments.

Ligaments connect bones to other bones. With that being said, I do not believe there are any ligaments that can be found in your mouth or under your tongue. The piece of thin, slimy skin that connects the botom of your tongue to the bottom of your mouth is called your frendulum.
