This is usually a protective barrier laid down before you place your roofing, so the vapor barrier is under your existing roofing.

The vapor barrier is located near the center of the roof near the chimney. This barrier helps regulate the heat and cold so your shingles will not melt or freeze. It is best to get it check out by a professional roofer every couple of years in order to make sure it is still working.

The vapor barrier is on the inside. A vapor barrier would be placed between insulation the conditioned space and to prevent condensation it should be on the warm side of your insulation. Some vapor may be vented out through a vent. Some insulation already has a vapor barrier or you may need to install it yourself.
