There are numerous commercial barrier fabrics that are available, but if you want a cheap homemade version newspaper and non-corrogated card board are good options.

Believe it or not, old newspaper, shredded, is a great barrier. It also is good to recycle and puts a lot of nutrients in the ground. Make sure it is placed down and wet it so it does not fly around. Layer it about 3-4 inches thick before putting your dressing on such as mulch.

If you truly want to control weeds, your best option is to use landscaping fabric. Many grades of fabric are available, but professional grade is the best.
