The horn is located under the passenger side headlight. It is easier to remove the horn if you remove the headlight, but you can also remove the horn from the bottom of the car.

The horn should be located in the front of the radiator typically mounted on the core support. Try pressing the center of the steering wheel to see if it is working or not. If not check the fuse, relay, and wiring, before finally replacing the horn.
