Yes i think you are correct. There are many too choose from. This is perhaps the biggest but not the best.

Portland is called the city of roses because it has several great rose gardens. There is the International Rose Test Garden, Penninsula Park and Ladd's Addition. The International Rose Garden is probably the largest but Ladd's Addition can also be argued to be the largest because it goes through an entire neighborhood.
