I think you could google costume rentals on the internet, or Ebay is always worth a shot. If you had to you could visit a thrift shop and purchase a bright colored, large size skirt and t-shirt. I would then decortate it to look like a cheer costume. I bet you could borrow pom-poms too!

Yes, you can get them for men. I know there are male cheerleader Halloween costumes. You can usually find these at Party City or other party stores if you have one near.
