You can order online through actaexpress. com - Fill out all necessary info, then order the BC on the "place an order" menu. The staff of Acta Express will contact you with the fee as the cost varies from state to state in Mexico. It could take up to two weeks. Then order. Delivery vis US Priority Mail.

I would recommend contacting the Mexican consulate nearest your home. A State Department representative can put you in touch with the appropriate Mexican agency to provide you with these birth records.
