A good way of finding someones birthdate is to check their FB page. Most have the birthdays on profile. Another way is to run a records check on them.

There are a number of sites on the internet that provide this information, either free of charge, or for a small fee. Some are Intelius and ZabaSearch.

When locating anything that's document related you can follow a "paper trail" so to speak, check online, the government usually writes things like this down open to the general public.
