I don't know anywhere offline you can buy them but I know of a few websites that deal in flowers where you can buy these rare and exotic plants. But they are a bit pricey.

You should check your local nursery between spring and fall, if your live in a warmer climate, they should be available year round. There are also many online retailers that sell Matilija Poppy seeds and even the plants themselves.
