Job fairs typically aren't your best resource for finding employment. Generally the booths are populated by recruiting firms or franchisers. Most job fairs have a website listing participating companies. Scan through the list to see if there is anything promising. Otherwise, you can email general interest resumes to them.

It depends upon the need of the company. If company is badly in need of a qualified employeee and you have enough qualifications and experience they can hire rightaway.
