The best time to transplant any plant, is when it is not in bloom, or about to bloom. The best time would be when (if) the plant is dormant, and not growing so that it's growth is not disrupted. If need be, you could also transplant the bush sometime after it has finished blooming, but the longer the better.

The rainy season is the best time to transplant.Youm should keep the ground ready before rain.When it rains, the soil become loose.it is easy to remove the plant with main root without getting cut.It is easy to dig for planting the rose.If it rains the natural water is healthy for any plant to grow fast.

The best time to transplant a rose is during dormancy. The months of November and December have proven very effective for many gardeners, but the shrubs could be moved up until late February if needed. These time periods may also vary depending on your location.

I do all my transplanting in the spring once the soil has warmed up if you do it in the fall you take a chance on a heavy frost gtting to the roots.
