This notice is required when the new property owners have officially signed the documents stating that they are now the new property owners. I believe at this time the 30 days starts and will be enforced if previous owners to not abide by the notice.

If you are a landlord you have to give one when you are kicking out a tenant, when you are selling the building or if you need your tenants to leave for any reason. If you're a tenant you have to give your notice if you're leaving earlier than your contract says or if you're on a month by month.

A thirty day notice is required when you are in a contract either 1 year, 6 months or month to month. The notice is to be delivered before the first of the follow month. You can not give a notice after rent has already been paid or you will have to wait until before the 1st of the following month.
