This notice is required when the new property owners have officially signed the documents stating that they are now the new property owners. I believe at this time the 30 days starts and will be enforced if previous owners to not abide by the notice.

A lease generally contains the requirements of notice to vacate. If there is no lease, there is no requirement, but thirty days is considered courtesy.
