The Volstead Act, which defined 'intoxicating liquors' for the purposes of Prohibition, was voted into law and immediately vetoed by President Woodrow Wilson. The house overrode his veto on October 28, 1919, with the senate following suit on October 29. Once this was completed, the act became law and took effect immediately.
