According to a Presidential order in 2003 the navy was to leave Roosevelt Roads in March 2004. This was completed following numerous protests by Puerto Rican citizens living near the base.

Roosevelt Roads Puerto Rico Navvy base was closed in 2004. The Navy was required to do any environmental clean up necessary before turning it over to the local government. It was originally commissioned in 1943 during World War II. Now, the only base left in the Caribbean is Guantanamo Bay in Cuba.
