When did Disney create Minnie Mouse?

Minnie and Mickey Mouse both debuted in 1928 in a short called Plane Crazy. Mickey tried to kiss her in the cartoon, but she refused, so it doesn't seem they were together in the beginning.

Minnie actually started off as Mickey's girlfriend before becoming his wife. She was created in the year 1928, the same as Mickey.
