When ever they can eat and keep down solid food. At around 4 weeks make a gruel out of kitten food and formula. (I used baby formula; you CAN use milk)

It is best for the kittens' development to be with their mother and siblings until they are at least 8 weeks, but ideally 12 weeks. Even though kittens can be weaned when they are 6 weeks, it's bad for their physical and social health to be removed at that young age.

I think that 6 weeks is the earliest to give a kitten away but probably wouldn't give one away until around 8 weeks. The first couple months is crucial to a kittens survival and they need to have around the clock attention.
