Medicare is typically for over 65 year old individuals or those on permanant disability, or social security benefits. Medicare can be supplemented with other coverage.

Medicare is for people who are over the age of 65, and are most likely retired from the workforce. Medicaid is for people of a certain income level who cannot afford to pay for normal or emergency medical expenses on their own without help from the state in which they live.

Medicaid is for the folks who are not able to pay the Medicare or any other insurance premium. Medicare is for 65 yr olds and they have to join.
