Depending on the age of your residence, it is possible that the textured ceiling contains traces of asbestos. If the is more than fifty years old, it is best to get professional guidance in this area.

Popcorn ceiling texture is the hardest stuff to get off. It is usually applied directly to the dry wall so you'll have to also replace the dry wall backing. Also, if you are worried about asbestos you need special precautions when removing it. Since asbestos is cancerous, I suggest you hire a professional to remove it.

In my opinion the best way would be to wet the surface, and scrape the material off, this way the material softens and will be easy to remove, at the same time by keeping the material wet will prevent any particles from flying of in case it was asbestos.

To remove popcorn ceiling texture just get a water sprayer and spray it. It will get damp and peel off easily with a scraper. If the house was built before the 70's it probably contains asbestos. You can have it tested for asbestos.
