What would cause a tattoo to suddenly become raised?

With all tattoos there is some scarring, most of the time it is not noticable though. Reasons that cause any scar tissue to swell up are changes in the weather, body chemistry and skin conditions (oily, dry, sun burn, etc).

It's just your skins way of reacting to the scar tissue left from your tattoo. Sometimes it is brought on by sun exposure, or even contact with hot water.

This can be a sign of infection, allergic reaction to the ink, or degradation and break down of the material - see a doctor.
