Since the rash is evenly distributed on your face, it's most likely environmental, as opposed to a bite or similar reaction. Most likely culprits would be a possible allergy to your soap, or even an allergic reaction to the material your towel is made of. Also check your water source for contamination.

It sounds like some kind of an allergy. You might have ate something that made your skin react. Are you using a different kind of makeup? If you have had a bad sunburn lately maybe you have sun poison. If it lasts very long or if you have any other symptoms, see your doctor.

I do know that some medications can have a side affect causing a bumpy rash on your face. Sometimes using old make up will cause this too.
