What should I do if the back of my outer knee hurts, and I can't straighten it out?

It sounds like you might have a muscle strain. Try alternating ice and heat to see if it will loosen up. If that doesn't work you need to see a doctor, as you might have a more serious injury.

Your knee may be dislocated. You should try to see a doctor as soon as you are able to, and they will probably take an x-ray.

you possible have a pulled ligament and or muscle strain Try heating a damp towel in a microwave and place on the affected area you may be able to relieve some tension in the area. You should see a Dr. concerning the difficulty straightening the leg as you could be having patella slipping or dislocation as well.

You can try a warm compress and wrap it. Then I would advise seeing an orthopedic doctor who will be able to figure out whats wrong.
