Most common solution if a picture is too big for the TV is because the setting are incorrect. There are different setting for the type of picture it's showing. Most commonly there is a button that says mode or type and when you press that button it will say Zoom, panoramic, normal, game and movie. Choose which one you like.

If the Toshiba TV Picture is too big for the screen, you can go to the manual screen and adjust the setting such as zoom, normal, and stretch accordingly.

You must adjust the "picture size" or "Input size" on your television. Most TV remotes have a "Picture size" button that you can try. Otherwise, it is located in the TV "Picture" menu.

Adjustment of the settings should do it. Using your remote try to find the on screen menu. I can't give specifics but try to look for tabs concerning aspect ratios. Sift through various ratios and see if you can find a fit.
