Take a soil sample into your local agriculture center. Roses need acidic soil and plenty of sunlight. If it's not a location problem, roses sometimes lose leaves from fungal diseases.

Your plant is not getting proper penetration of sun light to its body. Trim away approximately 20% of the foliage

Well you should basically fertilize your soil again and then have that watered daily. That would be the best thing to do.

This is okay. It's time to cut your roses fairly far back anyway, so get to pruning. The leaves will return in the spring.
