If a nintendo DS won't power up the most common problem would be a low battery. Be sure that you have given enough time for the ds to hold a charge. If the unit has been used alot, try replacing the battery as rechargeable batteries do wear out over time.

Plug it in and assure the battery is fully charged. If that doesn't do it you should contact Nintendo to troubleshoot the device.

Make sure the battery isn't dead. Charge it for an hour or two, and then try again. If it still won't turn on, see if it's still under warranty and contact the manufacturer about getting it repaired.

The DS has a rechargeable battery, but even rechargeable batteries can die. I would start by taking the unit to a local game store and see they will let you test a different battery in your DS. If that doesn't seem to fix the problem, then you might need to send the unit off for repair.
