Wash the cat immediately! If the cat appears lethargic or becomes unresponsive, go to the vet immediately. The vet sells flea products that are higher quality and much safer.

Firstly remove the collar and then use a topical flea provention in the future. If the reaction continues or worsens, see your vet they can sometimes be very serious reactions that require treatment. in the mean time, keep an eye on the area, do not put another plain collar on them until the reaction has settled.

The first thing to do is remove the collar and treat and red area. There are lots of non toxic collars or powders you can use instead

Instead of using a flea collar, try using a topical liquid. There are some very good options that are organic and won't cause an allergic reaction.
