Animals generally take care of everything themselves. Ensure the puppies are breathing and healthy, and let the mom eat the placenta. If you suspect problems, consult your vet immediately.
Clean the puppies up and make sure that the sacks are off of the puppies. Clean her up and allow her to nurse her pup's. Make sure she eats and drinks also. Make sure that all puppies are nursing. Get her and puppies to vet to be looked at.
