The play you're referring to is LOVE'S LABOUR'S LOST. The King of Navarre and three of his lords -- Berowne, Longaville and Dumaine -- are in love with four ladies. In what is called the Masque of the Muscovites, they dress up as muscovites (men from Moscow or Russians) to court the women in disguise.

Answer by  Clement (1453)

Ferdinand, King of Navarre, and three lords attending on him masquerade as Muscovites in "Love's Labour's Lost". As one of the characters puts it: They do, they do: and are apparell'd thus. Like Muscovites or Russians, as I guess. Their purpose is to parle, to court and dance.
