Most of the helium on the earth is a result of the breaking down of larger, heavier radioactive elements that are remnants from what scientists believe was the Big Bang. New helium is generally created through nuclear reactions.

Helium is an element. The radioactive decay of uranium can produce helium as the uranium breaks down. We usually find helium mixed with natural gas pockets trapped in the earth.
