Only your vet can determine this. Either surgery will be required, or the vet will say that the cat can live just fine with a non-cancerous, benign tumor. I can't tell you treatment for this, it's not fair- an untreated cancerous tumor means death, an untreated benign tumor can cause serious discomfort and lead to other issues.

There are many different treatments for tumors, they can include aspiration and lab tests to determine the type of cancer, surgery or chemotherapy.
