There is a possibility that a dog may have developed a tumor from vaccinations, depending on that dog's biochemistry. Different dogs can react to vaccines differently. What one may suspect as a tumor may just be a site of inflammation near the injection site, however.

Vaccine-associated sarcoma's are tumors believed to be a feline only problem. Dogs so rarely are affected by this, it is considered to be of no realistic significance.

This is really a question that needs to be discussed with your veterinarian. You will undoubtedly find research that suggests it is possible, and research that suggests it isn't possible. The important thing is to find a veterinarian that you trust. He or she wil be more qualified to answer this for you and treat your pet.
